【摘要】:ISO(theInternationalOrganizationforStandardization)andIEC(theInternationalElectrotechnicalCommission)formthespecializedsystemforworldwidestandardizationNationalbodiesthataremembersofISOorIECparticipateinthedevelopmentofInternationalStandardsthroughtechnicalcommitteesestablishedbytherespectiveorganizationtodealwithparticularfieldsoftechnicalactivityISOandIECtechnicalcommitteescollaborateinfieldsofmutualinterest.Otherinternationalorganizations,governmentalandnon-governmental,inliaisonwithtSOandIEC,alsotakepartintheworkInthefieldofinformationtechnology,ISOandIEChaveestablishedajointtechnicalcommittee,ISO/]ECJTC1InternationalStandardsaredraftedinaccordancewiththerulesgivenintheISO/IECDirectives,Part2ThemaintaskofthejointtechnicalcommitteeistoprepareInternationalStandards.DraftInternationalStandardsadoptedbythejointtechnicalcommitteearecirculatedtonationalbodiesforvoting.PublicationasanInternationalStandardrequiresapprovalbyatleast75%ofthenationalbodiescastingavoteAttentionisdrawntothepossibilitythatsameoftheelementsofthisdocumentmaybethesubjectofpatentrights.ISOandIECshallnotbeheldresponsibleforidentifyinganyorallsuchpatentnghtsAmendment2toISO/IEC14496-15:2004waspreparedbyJointTechnicalCommitteeISOgECJTC1,InformationTechnology,SubcommitteeSC29,Codingofaudio,picture,multimediaandhypermediainformation。
